How to unlock all items in The Sims 4
Open the cheat console with Ctrl + Shift + C and type bb.ignoregameplayunlocksentitlement to unlock career reward items. Type bb.showhiddenobjects for hidden items and bb.showliveeditobjects for world objects like rocks and signs. Search debug in Build Mode to find hidden items. These Build Mode cheats do not need testingcheats.

What each cheat unlocks
bb.ignoregameplayunlocksentitlement unlocks items you normally earn, such as career rewards. The items show up in their usual Buy Mode categories.
bb.showhiddenobjects shows objects that are not for sale, including items from events that have ended. Many are objects Sims use during play, like dirty dishes, plants and paint brushes.
bb.showliveeditobjects shows the objects that decorate the open world and community lots. The three cheats do not conflict, so you can turn on all three.
Trophies, achievements and testingcheats
These are Build Mode cheats. You do not need to type testingcheats true first.
On console, only cheats that need testingcheats turn off trophies and achievements for that save. The official Sims 4 cheats page says Build Mode cheats are fine to use.
Common problems
I can't find the hidden items
Type debug in the Build Mode search box and press Enter. You can also search for an object by name.
The hidden items disappeared from the catalog
bb.showhiddenobjects e bb.showliveeditobjects switch on and off each time you type them. Type the cheat once more to show the items again.
A debug object acts strangely on my lot
Hidden objects are not made for normal placement and can cause problems. Delete the object, or press Ctrl + Z to undo.
