What gives Needs Amusement and how long it lasts
Your Sim gets the Tense version when their Fun need sits between -99 and -50. In the game, needs run on a scale from -100 to 100. The Fun need normally drains by 0.1488 per Sim minute.
Traits and age groups change which version your Sim receives. A Toddler gets the Sad version of Needs Amusement instead of Tense. If that Toddler has the Wild or Independent trait, they get the Angry version instead.
An Infant does not get this moodlet, and receives a Sad moodlet called No Fun with a weight of 1 instead. Needs Amusement has no timer. It stays on your Sim as long as the cause lasts.
How to remove or block Needs Amusement
You can remove the moodlet by raising your Sim's Fun need above -50. You can also block the Tense version entirely with the Angler's Tranquility trait. Sims with this trait do not get the Tense moodlet when Fun drops.
You can remove the Angry Toddler version with a cheat in Live mode. Press Ctrl + Shift + C on PC or Cmd + Shift + C on Mac to open the cheat console. Type testingcheats true, then enter sims.remove_buff buff_Motives_Toddler_Fun_Angry to clear it from your active Sim.
