Human Sims can have the Neighborly trait at the Newborn, Infant, Toddler, Child, Teen, Young Adult, Adult, and Elder ages. It does not conflict with any other traits in the game. You unlock it naturally when you finish the Discerning Dweller aspiration from the For Rent pack.
