Is The Sims 4 on Xbox Game Pass?
Yes, as a cloud game. The Xbox store says: “Cloud playable game included with XBOX Game Pass Ultimate.” The game is not a download that Game Pass gives to you. You stream it.
The Xbox store also lists The Sims 4 as free, with in-app purchases. The base game does not need Game Pass. Game Pass Ultimate adds the cloud play.
This post answers four points: what Game Pass gives, what it does not give, how EA Play fits in, and what to do if you need the packs. We read the Xbox and EA pages today. We could not read the Game Pass catalog itself, so the catalog can differ.
What does Game Pass Ultimate give for The Sims 4?
The Xbox store lists three play options: Xbox One, Xbox Series X|S, and Xbox Cloud Gaming. The listing notes single-player play and keyboard and mouse support on console.
The cloud option is the one that Game Pass Ultimate covers. It lets a person play on a device that cannot run the game. We did not test the cloud service, so we make no claim about the quality of the stream.
The base game is free on Xbox. A person with a console does not need Game Pass to play it. Cloud play is the part that needs Ultimate.
Does Game Pass include the expansion packs?
We found no source that says it does. The Xbox store lists the add-ons as paid. It shows the Royalty & Legacy Expansion Pack at $39.99. It shows a Cats & Dogs bundle at $19.99, down from $39.99.
Treat the packs as a separate purchase. Check the store page of the pack on your device before you pay. The page states whether you already own it.
For the full list of packs, read how many expansion packs The Sims 4 has.
What about EA Play?
The Xbox store says that The Sims 4 is included in the EA Play subscription. It also lists an EA Play edition for sale.
We could not read the EA help page about the edition. The page loaded with an error. A search result describes the page. The result says that EA Play members get an edition of the game with the Get to Work expansion pack. This is a search result from 2022 and not a page that we opened, so check the EA help page before you rely on it.

Do you need Game Pass to play The Sims 4 at all?
No. Wikipedia says the base game became free on all platforms on October 18, 2022. The EA page shows a Play for Free button. It lists these stores: the EA app on Windows and Mac, the PlayStation Store, the Xbox Store, Steam, and the Epic Games Store.
The EA page does not mention Game Pass or EA Play. The Xbox store does. The two pages describe different parts of the same offer.
Your best path depends on your device. The next section gives a rule.

Is there a life sim that needs no subscription and no download?
Yes. LifeSim runs in a browser and costs nothing to start. It has no in-app purchases. You are on the LifeSim blog, so weigh this with care.
It is not The Sims 4. You do not build a house or run a family from above. You live one life as one person. You talk to characters in plain words, and they remember. See how to play LifeSim and life sims you can play in your browser.
